Paonia’s Comprehensive Master Plan Outlines Clear, Long-Term Strategy for Tree Canopy Protection

In response to recent commentary suggesting that the Town of Paonia has not prioritized its urban forest, Town officials are reaffirming their strong and ongoing commitment to the protection and management of Paonia’s tree canopy: a cornerstone of the community’s character and environmental health.

The Paonia Comprehensive Master Plan, adopted by the Board of Trustees on July 22, 2025, directly addresses the importance of the Town’s tree canopy and establishes a forward-looking strategy for its preservation and growth.

“Paonia’s trees are more than part of our landscape: they are part of our infrastructure and identity,” said Mayor Paige Smith “The Comprehensive Plan reflects that reality.  It sets clear, achievable goals for tree health, replacement, and long-term maintenance while ensuring the Tree Board and Town staff are working in coordination.”

Key Strategies in the Comprehensive Master Plan

The Plan includes several measures designed to ensure the health and expansion of Paonia’s tree canopy:

  • Tree Inventory and Maintenance Program: Establishes a database to track the age, condition, and replacement schedule for public trees, addressing concerns about aging stock.
  • Improved Coordination: Strengthens communication between the Tree Board, Public Works, and Town Administration to clarify advisory roles and ensure consistent collaboration.
  • Climate and Infrastructure Integration: Promotes drought-tolerant species, soil health, and tree protection planning during public works projects.
  • Community Stewardship: Encourages resident engagement through public education, volunteer programs, and shared responsibility for canopy health.

Addressing Past Concerns

Town officials acknowledge that communication challenges in recent years caused frustration among volunteer board members.  The Comprehensive Plan was specifically designed to improve that coordination and make sure that the voices of advisory boards, including the Tree Board, directly inform municipal planning.

“The Plan is not just a vision; it’s a roadmap for action,” said Town Administrator Stefen Wynn “It builds accountability into how we manage the urban forest while ensuring we balance water, infrastructure, and environmental needs.”
