Building Permits, Park Reservations and Special Event Applications

Welcome to the Town of Paonia Building Permit Page

For the purpose of providing minimum standards to protect persons, property, and public welfare of the town, the Town of Paonia has adopted the International Building Code, 2018, for building codes. Please allow up to two weeks for permits to be approved. Same-day permits will not be issued. 


The Town of Paonia issues building permits that include, but are not limited to:

 

Work exempt from building permits, but needs zoning approval/review application:

  • One-story detached accessory structures used as tool and storage sheds, playhouses, and similar uses provided the floor area cannot exceed 200 square feet. Must be per Chapter 16 Zoning Regulations.
  • Fences not over 6 feet high; however, all fence plans must be reviewed and approved as per Municipal Code Section 18-13-10
  • Window and door replacement provided no structural changes are needed or proposed.
  • Decks not exceeding 200 square feet in area, that are not more than 30 inches above grade at any point; however, a site plan is required and subject to approval with regard to setback requirements.
  • Re-siding without alteration of wall structure provided, however, the proposed weather barrier is not a stucco-type product*. (*If the stucco type product will be applied over an existing masonry or concrete surface, it too shall be exempt from requiring a permit.)

Permit Process:

 

  1. Submit a complete permit application. In addition to the application, we will need complete drawings/plans and a site plan that will be reviewed for setbacks, zoning and building code compliance. For reference, the Town currently uses IBC 2018 as its code. 
  2. Pay fees – see next section to estimate total fees. A prepayment of fees is necessary, and depending on any necessary plan review, additional fees will be assessed and must be paid before a building permit will be issued.
  3. Plans will be submitted to Shums Coda for review. The Town has an agreement with Shums Coda for a 10-business-day turnaround. Once submitted to Shums Coda, the permit application will incur fees that need to be recovered from the applicant.*
  4. Once plans have been approved, inspections can be scheduled by contacting our office.

 

*Not all building permits will require a plan review from Shums Coda. Typically, roofing permits are exempt from this review when replacing an existing roofing type with a similar or identical material. Installation of prefabricated or built-on-site sheds without electricity and supported directly on grade needs a permit but doesn’t need a plan review. 

 

Generally, normal house repairs and replacement of cabinetry, windows, doors, and other items that do not require structural alterations and does not alter plumbing or mechanical elements are exempt from a permit. 

 

 

How much will my permit cost?

The cost of a permit is based on two factors, the valuation of the project and the time spent by our third-party plan review team. 

Below is a link to our fee schedule to determine the cost of the project based on the valuation. Shums Coda, our third-party plan reviewer, charges $150 per hour to review plans. This review is based on the 2018 International Building Code.
