Stefen Wynn, M.P.A. - Town Administrator & Treasurer
The current iteration of Town Administrator was created by Ordinance Number 2014-09. §2-9-30 of the Paonia Code of Ordinances enumerates the administrative and executive powers and duties for which the office of Town Administrator is responsible. The Town Administrator is the Chief Executive and Administrative Officer of the Town.
On July 11, 2023, Stefen Wynn was appointed as both the Town Administrator (TA) and Town Treasurer by Resolutions 2023-07 & 2023-08. Stefen was selected by the Board of Trustees after a national search and visiting with Residents from the Paonia community. Stefen comes to the Valley with experience in construction as well as state, county, and local government.
Originally hailing from Indiana, Stefen attended the Culver Military Academy, where he developed a love for music and a passion for service. Stefen received a Bachelor of Science Degree in Legal Studies from Florida Gulf Coast University, where he currently serves on the Alumni Board of Directors. In 2018, he was the FGCU College of Arts and Sciences recipient of the Soaring Eagle Award for Professional Success and Service to Community.
Stefen graduated from Indiana University South Bend in 2013 with a Master of Public Affairs (Concentrations in Government Administration and Public Policy). During his time at IUSB, he served as an Associate Justice for the Student Government's Judicial Council, and as the Student Liaison to Faculty for the MPA Student Association.
After graduating with an MPA, Stefen has worked in various levels of government and even taught high school in South Bend, Indiana. Since 2016, Stefen has worked as a Town and City Manager/Administrator and thoroughly enjoys serving each community that he's managed. Stefen was informed by the International City/County Management Association in August 2023, that he's been recommended to receive the Credentialed Manager (ICMA-CM) designation. The ICMA Voluntary Credentialing Program recognizes ICMA members that have been qualified through a combination of education, experience, adherence to high standards of integrity, and an assessed commitment to lifelong learning and professional development. Stefen also completed ICMA's High Performance Leadership program in 2021.
Stefen has served on the Florida League of Cities' (FLC) Municipal Administration Policy Committee, the Florida City and County Management Association (FCCMA) Professional Development Committee and Scholarships and Awards Committee, and co-presented the May 2023 webinar, "Recruitment & Retention in the Public Sector: Post COVID and During High Inflationary Times." In 2022, Stefen was honored by the FCCMA by being awarded a, "Who's Who Under 40 Award." The award was given to a City Manager and a County Manager under 40 recognized by their peers for personal and professional excellence. Also in 2022, the FLC named Stefen a, "Home Rule Hero" for his work advocating for home rule and 'Local Voices Making Local Choices' during the legislative session. Stefen is also a member of the Colorado City & County Management Association, and he looks forward to representing Paonia with the state association.
Stefen met his wife, Autumn, while visiting friends and family in his hometown. They have three children together, Saphira, Collette and Sebastian. They look forward to getting involved in school programs and various community activities.
